Charles Lefébure de Cerisy was born in 1789 in Abbeville. Son of the mayor of Abbeville under the First Empire. An excellent polytechnic, he became an engineer of the Navy and was entrusted by the government with the delicate mission of creating the war fleet of Mehmet Ali, Sultan of Egypt and the arsenal of Alexandria. To thank France for this work superbly conducted by Lefébure de Cerisy, Mehmet Ali donated the obelisk of Louksor, erected on the Place de la Concorde in Paris.
Early retired in Toulon, he devoted himself to agronomy and natural history.
He left his library and collection of mollusc and insects in Abbeville before dying in 1864.

Je souhaites beaucoup les contributions précieuses de Eng. Louis-Charles de Cerisy, fondateur de la marine égyptienne au début du XIXe siècle. Il a assisté le roi Egyptien; Muhhamad Ali Pasha, à créer un arsenal naval et une flotte semblable à celle des États-Unis en six ans. Les bonnes actions de votre fils restent dans la mémoire et la gratitude du peuple égyptien.
